Cleveland Employee Terminated For Facebook Comment Regarding Tamir Rice

tamir-riceAnother one bites the dust.

In November 2014, 12-year old Tamir Rice was killed by Cleveland police officer Timothy Loehmann just seconds after Loehmann pulled up to him.  At the time of his death, Tamir was playing with a toy gun that was missing the orange warning tip that is supposed to identify it as a toy.   The man who called 911 said that the gun probably wasn’t real, and the person with it was a kid.  The dispatcher did not relay that however.

After he was shot by Loehmann, Tamir was reported to the hospital to be a man in his early 20’s.   Tamir’s family lived across the street from the park where he was killed.  His 14-year old sister ran out to come to his aid, and could have given officers facts about his age had she not been handcuffed and put in the back of the police car and threatened with arrest unless she remained silent.

Police dispatcher Constance Hollinger took the initial 9-1-1 call from a man outside the Cudell Recreation Center who said that someone was pointing a gun that was “probably fake” at people.  She passed it on to Beth Mandi, who dispatched the police to Cudell Commons on Nov. 22, when Tamir Rice was shot. Beth Mandi was fired from her first police dispatcher job in September 2008.  That same month, she was arrested and charged with bringing a gun to a bar.

In April 2015, Beth Mandi was absent from her job without leave, and on July 16, 201, she resigned.

In September 2015, Constance Hollinger was suspended for one day for being “rude and unprofessional” to a woman who called to report a fatal accident.  That call happened back in January 2015.

On February 25, 2016, Cleveland Metropolitan School District officer Matt Cicero was suspended for 30 days for writing comments on Facebook saying,  ‘Tamir rices momma just want money.  Lets make the proper changes……raise your kids not to play with fake guns stupid b***h.”  Cicero had been an armed mobile patrol officer for five years at the school district where Tamir was a student.

Last week, voters let Cuyahoga County Prosecutor Tim McGinty know that they no longer want him in office.  McGinty is accused of presenting the case before the grand jury to guarantee that Loehmann not be indicted for killing Tamir.  McGinty’s opponent, Michael O’Malley, received more votes in the Democratic primary.  Since there is no Republican opponent, O’Malley is expected to take office in January 2017.

Loehmann’s actions of November 22,2014 are under a new review. According to Mayor Frank Jackson, Loehmann and his partner, Frank Garmback, remain on restricted duty — “basically in an office doing paperwork” — pending the new review.  Police Chief Calvin Williams said the administrative committee, which includes civilians, will start from scratch, beginning with the initial calls to 911.

In February, a Cleveland EMS supervisor made a comment on Facebook resulting in an investigation.  This past Tuesday, he was terminated from his job.

According to the NY Daily News, Jamie Marquardt allegedly wrote, “I wish I was in the park that day as he terrorized innocent patrons by pointing a gun at them. I am upset I did not get the chance to kill the little criminal.”

“The posts were not acceptable and do not represent the views or standards of the City of Cleveland administration, Department of Public Safety or Division of Emergency Medical Services,” city spokesman Dan Williams told Cleveland.com.

Looks as if Tamir’s spirit is kicking butt and taking names.

    • Hey Gronda! Yes. That is so true. It’s especially important for those who serve in positions of public trust. Any demonstration of bias says that they cannot perform the duties of their job with equal concern and care for all citizens.

  2. I was in Cleveland during and immediately after Tamir’s death; it was sickening to me to see not only the racist reactions to this tragedy but how, almost immediately, people went on the attack against Tamir and his family. I moved from the US in 2004 and like to think that things have progressed — that idealism is tempered by the ugly realities on the ground every time I return.

    • Bob,
Thanks so much for your comment. The method of attacking family members and victims became evident during the George Zimmerman trial. I said then that there were few Zimmerman supporters. Rather, they hated the family and the attorneys representing the family. That pattern has continued, and it is sickening. Not only that, but it impugns the integrity of the people doing it. As you convey in your comment, the only effect they have is to reveal their racial animus and bring shame upon America.

  3. Isnt there someone running against Foxx in the General election, I believe a republican?
So hopefully the voters momentum remains until she’s in.
But Raum still has to go. It’s so irritating how often these ppl get away with blatant crimes. Prosecutors like McColluch enjoy free reign to wreak havoc on so many lives & face no consequences for misconduct. For years!!!!
Angela Corey is another one. She ruined Zimmerman’s trial & should be held responsible for letting a child murderer roam my streets. Smh i just can’t get over it.

“Isnt there someone running against Foxx in the General election, I believe a republican?

Yes. His name is Christopher Pfannkuche. WBEZ reported that of the 1.5 million Cook County residents who voted in the primary, just 300,000 pulled Republican ballots.

I learned so much from your well-researched article, Xena. Thanks so much.

I also clicked on the links you provided and read the articles which are very informative. I had not known about the dispatcher’s past history.

What a ugly comment Jamie Marquardt allegedly wrote on Facebook! Disgusting and cold!

    • Hey Yahtzee! Happy to know that you checked out the links. They are loaded with information, and information that gives us insight into some of the personnel. As far as Jamie’s FB comment, it’s one thing if people buy the line that Loehmann was justified, but another to attack a 12-year old with a toy gun who did nothing more than stand up before Loehmann fired his gun.

  5. Amazing how racist drivel always comes to the surface. For whatever reason, they just have to open their mouths and say things like you posted. Fire them all…….let them get jobs in the real world…….alongside the same people they talk filth about, then lets see who survives.

Tamir was 12…………how hard is that to understand ?? That poor kid probably didn’t weigh 100 lbs yet.

I’m sure the minute I say Loehmann looks like a Neo-Nazi some right wing gun nut will be all over me, so I won’t actually say it.

    • Hey Racer,
Tamir was a big boy, but even the man who called in to 911 said that he was probably a kid. The dispatcher was wrong not to dispatch that along with the report that the gun might not be real.

I find it difficult to believe that there are people who seek out jobs knowing that they have biases. I mean, if I don’t like pit bulls, I wouldn’t be a vet. To be a vet that dislikes pit bulls yet have their owners come to my office for service, is unfair to the owner, and the animal. The only reason for my being a vet who dislikes pit bulls would be to let their health suffer and not care about their lives. Or to say it another way, that I hate them so much that I would pursue a career as a vet so I could deny proper service and see pit bulls die.

I still believe in my heart also that it was Tamir Rice’s day to be killed by an out of control cop. Even if he knew it was a child or maybe a fake gun. Would it of mattered? These days I am not sure……

Kids are allowed to play with guns. Something has changed. Something is terrible wrong with all these kids getting killed. Even in open carry states. Then the cops laugh and make fun or say they deserve it. NO one deserves it. NO ONE!

However none of these civil servants(LEO or civilian) don’t make hateful remarks about Marvin Wirth,Herschel Jones III ,Phillip Ferry or any of the cop killers that aren’t black.

    • Chuquest,
      Exactly!
Phillip Ferry has a criminal record that goes back to 1983 with 16 felonies. We don’t see people on social media calling him a “thug” or “career criminal,” posting docket sheets of his cases, demeaning his family, etc. They can’t blame Black Lives Matter for the death of Police Sgt. Jason Goodding. It doesn’t fit into their agenda.
