    So why can’t North Carolina just update a person’s sex on their driver’s license (using a medical certificate and not depend on a birth certificate) after the person has had the surgery?

    Frankly, I don’t know why the issue ever came up. The N.C. law is just plain crazy.

    “Transgender” means that a person has had the surgery, right?

      Yahtzee, I’m not sure how North Carolina plans on enforcing that law.

      Transgender refers to identity and gender expression. Transgendered people undergo long processes of living as their identified gender before physicians perform surgery. Some never have the surgery because it’s expensive and getting health insurance to pay for it is a contentious process.
