Video of 17-Yr Old Kristiana Coignard In Police Station

There’s no sound to either video.  It starts before Kristiana arrives. Since there is no sound, there is no way of knowing why the first officer restrained, but not handcuff her, even though it is now reported that she told the officer she had a gun.

Suicide, even by cop, is not a desire to die but a desire to stop the pain.  Kristiana was hurting inside.  May she rest in peace.

  1. Think progress reports;

    The silent video is nearly 25 minutes long. (Coignard’s aunt was told by police that video footage that includes audio exists.) The first officer, Glenn Derr, arrives on the scene at the 7:38 mark. By 8:00 some sort of struggle commences between Derr and Coignard. Just 15 seconds later, Derr appears to have Coignard subdued, pinned on a bench, and she appears to be motionless for more than a minute. Coignard starts kicking again but goes limp a few seconds later. After another minute, officer Derr appears to help Coignard up off the bench. But he almost immediately tackles her. At the 10:30 mark of the tape, Coignard is facedown on the ground and Derr appears to have her arms pinned behind her back.

    Derr quickly gets off her back but Coignard remains on the ground. At this point, Derr appears to have his gun drawn. At 10:50, the second officer, Gene Duffie, arrives in the lobby. Coignard gets back up. At 11:05, a third officer, identified as Grace Bagley enters.

  2. These cops…. didn’t they ever get trained to subdue without using the gun ? It seems their only solution is to pull the trigger and kill…. problem solved.

      What puzzles me is that the first cop had her restrained. I wonder why he didn’t handcuff her? Think Progress reported that it was the second cop who shot first.

      • Exactly……a grown man, and allegedly trained can’t subdue and cuff. True story……when I was about 19 or 20, and my dad was a cop, he got a call to a diner down the street less than a 1/4 mile from where I worked. We had a police scanner since we did towing as well. I heard him respond to the call of 4 adult males making a ruckus and not paying the bill.

        When there was a police action this close and I was working, I’d usually go see what was happening.

        When I got there, dad was tangling with all 4 of them and he was winning !! Dad was 6 ft even and about 200 lbs. He was using his night stick and nun-chucks and as incredible as it may seem, he didn’t even badly hurt one of them. He had the nun-chucks locked onto one guys wrist and used him as a battering ram so to speak and used the nightstick to keep the others off of him or used it to trip them by hooking the back of their lower leg and yanking.

        Bottom line……….bill paid, tip left, no serious injuries and dad went home safe and sound. It’s a shame there were no video cameras or cell phones back then.

        You mean to tell me that all of these cops, who are wearing their heavy coats can’t “bull rush” her. and cuff her ??? Oh, I’m sorry……….Nazi’s don’t do that.

        This is all BS!!! They say she said when he came in that she had a gun.
        THAT IS A LIE.
        When he had her down on the ground he could have handcuffed her and taken the “GUN”!!!
        They they say it was a large “knife”????
        Notice the cop had a big coat on, IF he had a knife or gun, he could have planted it by her.
        They don’t show the whole thing.
        Moral of all of these stories is don’t go to the police for ANY help.
        Who is the guy with the shorts and t-shirt?
        Another cop?
        5 cops and they can’t subdue a teen with a “knife” without mudering her?
        Which I will never believe she had a weapon AT ALL.!!
        3 cops on leave again for murder????

      Maybe her family should reach out to the Reverends. Her mom died when she was 4 years old. It’s obvious that you don’t have compassion for their lost. Just imagine, you could be the first victims’ activists for teen girls killed by cops, regardless of their race. Or could you?

      I think that he could have cuffed her had he wanted to. Hopefully they will have the video with sound released. It appeared that he was trying to talk to her during the times she was still.

    • I put a story on the other page but a cop I know told me of a story in which they tried to arrest a 5′ nothing woman who was mentally ill. It took 5 officers to get her into handcuffs….4 men, 1 woman. They told me sometimes they are running on adrenaline.

    Moments after Derr allows Coignard to stand up with her hands free — even though she reportedly claimed to have a gun — two other officers arrive, identified as Gene Duffie and Grace Bagley. At this point, the 10:47 mark in the video, Derr already has his gun drawn and leveled at Coignard.

    Almost immediately, Coignard rushes in the direction of Derr, who told investigators that the teen wielded a butcher knife. In the video she can be seen raising her arm, as if holding something. But what, if anything, is in her hand remains indistinct.

    Though Derr backs to a safe distance from Coignard, both he and Bagley immediately shoot her, and the girl then falls to face down to the floor, motionless.

    Derr fired his weapon three times while Bagley shot twice.

    Duffie said that he tazed Kristiana Coignard, but the tazer had no effect. However, if indeed he fired his tazer, not even a full second elapses before the other two officers open fire, killing the troubled girl.

            Sorry that you’re experiencing problems posting. Yesterday I had problems — think that Word Press was doing something with their server because I got server error messages. You’re not in moderation or in the corner, (no reason), so I really don’t know what the problem might be/been unless Word Press was burping when you posted.

              I replied to you and found there was no “submit comment” box. Something is happening with Word Press. I’ll follow-up on this to see if the problem has been reported to them. Then, I checked the spam queue and two of your comments were there. They don’t include links so I have no idea why they went to spam. Your IP is not in the moderation or blacklist queue either.

              The only thing I can think of off the top of my head is that if you’re on a router or public Wi-Fi that someone else is sharing, that might be causing the problem.

              I think in the past I read someone else was having trouble. This morning I ran across a tweet re: WordPress but didn’t consider it.
              At least we were able to communicate the glitch.

      • I agree……you can see the reaction of the two officers who shot….the woman bends over as if she will be sick and then has to sit. The man also has to sit down. I don’t believe that this is easy on anyone involved.

      taken the gun or knife, BUT he didn’t.
      There wasn’t any.
      Then the cop when the ambulance got there, pulled the shades.

    At timestamp 9:07 there is a tiny flash near his hand and her body. Was that a taser flash or metal handcuffs catching the light?

    Also, if she did have a butcher knife in her waistband, I would think it would have cut her during all of that struggling.

    There has to be a surveillance camera at the other end of the room from this video’s surveillance camera.

    You can see the beginning of a set of chairs in the right foreground. When the officers bring down the window shades one officer continues closing shades out of view in the bottom right foreground.

    Apparently the camera that took the video that Xena posted above cannot pick up the part of the room that is missing in the foreground.

    If there is, in fact a surveillance camera on the far wall, its video would have a more detailed, up close view of the struggle.

  9. Didn’t federal government recently have a training summit for all mayors w/commissioners/chief of police, LE of how to deal with mentally challenged citizens?

    I don’t get it, my frustrations go back as far as Reaganomics when it
    deals w/mentally challenged citizens.These cuts forced many to the streets, literally; lack of prevention/intervention of psychotic episodes as so many display resulting in mortality.

    How can you shoot/kill the unstable ones? I think the government ought to be held accountable, period.

      Curtis Reeves trial set to begin August 24, 2015 estimating it to take about 3 weeks.

      Defense still has 41 out 100 witnesses to interview. Says can be done by end of April or May at latest. Can’t get reports from experts until all depositions are completed. Crucial witnesses will not be interviewed until others are deposed because right now they are getting important information from other witnesses.

      (Defense is going to bring up Curtis Reeves medical issues during trial.)

      Next pretrial hearing is Thursday, April 30, 2015 at 4:00 p.m.

      Monthly pretrials until trial:

      May 28, 2015 at 4:00 p.m.

      June 30, 2015 at 4:00 p.m.

      August 3, 4, 5, 2015 if defense decides it needs an immunity hearing.

          I thought it was standard police procedure that after taking a “suspect” to the ground, he/she is handcuffed then searched. If not, then it’s merely a police officer using physical restraint just to do so. Armed or not, the decision that led to Kristiana’s death was that the officer had her restrained, but let her go. I saw something shiny on the video, but it’s not clear if it was a knife. The point however, is that she would not have taken that knife out and went after the cop had he followed correct procedure.

          Have we ever seen a cop take a person down and not handcuff?

            Why would she go into a police station, a police officer shows up finally and she tells him she has a gun?
            He pushes her into a chair, then on the ground, then just kills her, both cops?
            You’re right she was restrained and these damn cops will get away with murder again.

      They’re instructed to keep shooting until the threat is down. I don’t think they provide CPR because the thought from the moment they pull the trigger until they stop, is to make sure that the “suspect” is dead.

          Some serve and protect only themselves. Remember the woman who was taken hostage in a bank robbery? The robbers had a gun, so the cops shot into the vehicle killing the hostage.

          I think officers want their victims to die, ’cause dead people tell no tales.

          You know, with fingerprints, ballistics and DNA, some lawyers said that the dead do talk. Now, there is so much failure to examine the crime scene and collect evidence, that even forensic evidence is subject to those collecting and testing it, and does not always speak for the dead.

    Yikes, my post went somewhere.

    Any who, the government spends quite a bit holding summits for Mayors/Commissioners/Chief of police; educating them on alternative ways to deal w/challenged citizens for non-morbid results. (Last August ???)
    After all, wasn’t it the government via Reagan who closed/cut mental health facilities therefore literally tossing some to the streets, incapable of receiving intervention/prevention, for psychotic episodes, then they show up anywhere USA reeking the call for help, but get shot/killed, then police lie/cover-up. They know they’re wrong.

    Kajeme Powell did something similar. They do not deserve to be killed, period.

    I wish someone somewhere would connect the dots, sue the pants off powers that be and make this a wrong way of dealing in our society.

      This video begins with his mother showing a photo of Milton with Rosa Parks. She tells how Milton had been a community worker who spoke up for the weak and promoted individual rights and addressed institutional racism. She tells that he had a mental disability that began when he was 24 years old. However, he was still able to live independently.

    Near-brawl breaks out at city council meeting to heal wounds between police and public after Ferguson unrest

    A city council meeting in St. Louis turned ugly on Wednesday when the business manager of the city’s police union got into an altercation with people he called “anti-police radicals.”

    The board meeting was hosted to get public input on a proposed bill, sponsored by Alderman Antonio French, which would establish a civilian oversight board to review and rule on complaints about police work. The bill was prompted by racially charged protests that erupted in Ferguson last year following the fatal shooting of Michael Brown, a black teenager, by white officer Darren Wilson.

    But about an hour into the hearing, Jeff Roorda, a state representative who also serves as the business manager of the St. Louis Police Officers Association, stood up and called for order.

    Alderman Terry Kennedy, the committee’s chairman, responded, “Excuse me, first of all, you do not tell me my function.”

    Things quickly unraveled, and Roorda, who was wearing an armband that read “I am Darren Wilson,” engaged in a scuffle with several attendees.

      Please help me figure this out. Why is it that some folks construe all reports or criticism about law enforcement who do not uphold the law, as “anti-police” or “cop bashing”? Is it some sort of psychological brainwashing or intimidating technique?

        It is a technique to squelch community/public oversight of a PD’s mishandling of a bad cop.

        It is a mirror-reflection of the attitude of the policemen within departments toward “in-house” whistleblowers who point to a bad cop’s actions.

          I don’t think it is intended to squelch community/public oversight because it is a response to the complaints of the community where there is distrust of law enforcement. It appears to be some type of oppressive intimidation factor otherwise.
