Cop Cries After Killing Unarmed Man

The first man killed by Billings, Montana police officer Grant Morrison was armed with a BB gun.   That was on February 11, 2013.  Morrison was cleared of wrongdoing.

On April 14, 2014, Morrison killed again, and no weapon was found on 38-year old Richard Ramirez.

The following is dash cam video of an officer arriving on a scene. When he arrived, 38-year old Richard Ramirez had already been shot dead by police officer Grant Morrison. Morrison fired three shots. It was alleged that suspect Richard Ramirez was high on meth and ignored Morrison’s commands to raise his hands.

A coroner’s inquest jury decided that Morrison was justified in shooting and killing unarmed Ramirez. Morrison is back on duty. He has been assigned to a task force investigating prescription drug crimes.

At the inquest, the five-year police veteran said he became convinced that Ramirez had a gun after he reached for his waistband during their 30-second encounter. Morrison testified:

“I knew in that moment, which later was determined to be untrue, but I knew in that moment that he was reaching for a gun,” Morrison said. “I couldn’t take that risk. … I wanted to see my son grow up.”

Billing Police Chief Rich St. John stated that this is the 5th officer involved shooting during his 8 years as head of the department.  Chief St. John however, interprets that to mean, “That tells us we’re doing the right thing in the right way.”

 

Watch Morrison’s breakdown in the first video. Keep that in mind when watching the second video, which is a dash cam video from February 11, 2013 when Morrison killed 32-year-old Jason James Shaw. Jason died of internal bleeding from being shot in the abdomen.

    • Right Glenn, and no crime scene tape. Whatever title of personnel they have in Billings to investigate, were apparently not called. The other cop whose dash cam caught the aftermath was there — but not those with the crime scene tape nor the EMT’s.

  4. This is the first time I have seen an officer cry after a shooting. It took me a second to figure out why I was surprised. I was surprised because from the media I was getting the impression that the police don’t value human life.

    I think a couple things may be happening to the officer during the 4 minutes and 50 seconds of crying.
    1. Maybe officer Morrison feels genuine remorse for having killed this kid.
    2. Maybe officer Morrison has a son of his own that he is imagining dying horrifically like this.
    3. Maybe officer Morrison had a previous identity of ‘protect and serve’ and now he is realizing that his actual identity is murderer – especially with TWO murders now.
    4. Maybe officer Morrison is fearing that he will loose his job (identity and fellowship of his comrades).
    5. Maybe some combination of the above.

    • Glenn, I too think it was a combination but mostly, that he was afraid of losing his job. When he said that he thought the guy was pulling out a gun, I don’t know if that meant his fear, or defense, or both. One thing for sure is that it meant he checked.

  5. Now I can understand why police officers have higher rates of marital issues. When one has an identity crisis, it will mess with your head and your relationships. #depression #anger #remorse

    And if they do get fired, the loss of income will not help a marriage.

    So far no story out on it yet, happened shortly after 10pm. Looks like another Aggravated Assault charge, DV, and it included a weapon–most likely one of his guns again.

You know, I just told Shannon on Twitter Thursday that I have an inner shaking concerning Zimmerman and felt that he would soon be arrested. However, I thought it might be as a result of the federal grand jury’s indictment.

  7. I don’t understand! How can Ramerize wasn’t listening to orders?
    Sounds like he’s down on the ground, how can he raise his hands while being shot and on the ground. Sounds like He was doing everything the cop told him to do. Yet he tells him to stay down. while beating him to death. Where’s the video?
    I think after watching these, yes a camera on the cop may not stop the killing, but at leat we would see what happened to those victims.
    Here he thought about his life and seeing his boy grow up.

    Y’all. I honestly feel terrorized by the thought of a police officer pulling over me, or any of my family members. I’m especially terrorized by the though of the police pulling over my son or daughter when they reach their teen years.

    • Glenn, in the second video (which was actually the first killing), he used a tazer. However, the man was wearing a heavy coat so the needles did not go through. I’ll need to watch/listen again, but it seems as though the employment of the tazer was immediately followed by the gunshot.

  10. What I dont see are any tears.

    I hear sobbing, heaves and heaves of it– Yet he raises his head several times towards camera and then I see……. nada, zip, zilch.

    NO liquid on his face, NO tears falling off his chin nor off his nose nor anywhere else. However, to be fair, he DID sniffle once. (Maybe even twice)!

    Anyway, I dont know, Xena. I just don’t know… Maybe I missed it?

      There is no crime scene tape. There are no EMT’s. There is nothing indicating any consideration for the person shot.

      In the first shooting, he said he wasn’t calling for medical help until the woman obeyed his commands.

      The comfort given to him by his comrades for killing an unarmed man is that he got to go home alive. That’s contradictory because the man was unarmed and the cop would have gone home alive if he hadn’t killed the suspect.

  15. Clearly Morrison is a sociopath. The feigned “breakdown”…the terrorizing conduct and placing himself in harms way needlessly. He’s developed the worst “narcissistic demand” need an officer can acquire…a lust to kill! Morrison fancies himself a Travis Bickle hero character from “Taxi Driver.” He’s one sick puppy!

    Rational conduct would have involved waiting for backup before pulling Ramirez out of the car. By running up and flinging open the door, Morrison needlessly placed himself in the “kill zone” and by barking orders at an intoxicated suspect…even a sober suspect…such is terrorizing, disorienting and makes the suspect so overwhelmed that he becomes unresponsive.

    Anyone that has been thru USMC boot camp is well aware of staying calm under stress, however, few civilians can function, let alone follow directions under such pressure.

      That’s very important. It’s something I’ve thought about personally because I don’t immediately comprehend shouting. There’s like an automatic response that first asks why the need to shout? Parents who do that to children and partners or spouses who do that to their partner or spouse are accused of abuse.
